1.2. An absence is considered a situation when a tournament participant missed a game (did not arrive for it on time), as a result of which the referee (organizer) awarded him a technical defeat. 1.3. If a participant withdraws from the tournament or is disqualified, any technical defeats counted against him are also considered absence. 1.4. If the tournament regulations provide for the possibility of replaying games that ended in a technical result, then an absence is considered only in the case where the participant(s) did not exercise this right, and the result remains technical in the final table (bracket). 1.5. If a technical defeat is the result of problems on the playground (correspondence tournaments) or other force majeure circumstances recognized by the organizer, it is not considered an absence even without a rematch.
2.2. For the second absence, one penalty point is awarded. 2.3. For each subsequent absence after the second, the number of penalty points increases by one compared to the previous one. 2.4. Penalty points received for all absences at a particular tournament are added together. 2.5. Penalty points received in different tournaments are added together. 2.6 Penalty points received at a particular tournament are written off one year after its completion. 2.7. For a tournament held without technical defeats, one penalty point is deducted. 2.8. The sum of penalty points cannot be negative. 2.9. The organizer is responsible for calculating and assigning penalty points during a specific tournament. Upon completion of the tournament, the organizer is obligated to submit all necessary information to the SSDC. 2.10. The SSDC is responsible for calculating penalty points received at various tournaments, as well as for writing them off.
3.2. The register of penalty points is published on the SSDC internet resource.
4.2. Penalty points reduce the priority of a candidate for participation in the tournament if the number of candidates exceeds the number of participants stipulated by the regulations. 4.3. Penalty points are not applied in tournaments with a fixed list of participants. 4.4. When ranking candidates to eliminate those who do not make it onto the final list of participants, candidates who do not have penalty points are ranked higher than candidates who have penalty points, regardless of other indicators stipulated by the regulations. 4.5. Candidates with penalty points are ranked according to their total: the higher the penalty point total, the lower the candidate's ranking. If there is a tie in penalty points, other indicators are compared. 4.6 Penalty points cannot be used for seeding (draw). 4.7. The organizer of the relevant tournament is responsible for the application of penalty points.
5.2. Appeals are submitted through the online reception of the SSDC. 5.3. If violations are detected, the SSDC will make changes to the register. It may also require the organizer to correct the violations of the penalty point application procedure if the registration deadline for the relevant tournament has not yet expired. 5.4. If the organizer ignores the requirements of the SSDC, this tournament will lose its official status.
6.2. The new version comes into force from the moment of the end of the first tournament after its publication.
